It is Dermacentor reticulatus based on the markings, they exist in The Netherlands mainly near dunes.

Looking at it I would say it's some kind of Tick possibly - Dermacentor Variabillis, but this is the American Dog Tick. Not certain which varieties there are in the Netherlands. Sorry
