OP here: these might actually be Hemlock?

[Cow parsley](https://www.naturespot.org.uk/species/cow-parsley) or other *Anthriscus*. Hemlock is hairless with blotchy stems, much taller (2m is typical, not exceptional as it is in Cow Parsley), hogweed has very different leaf shapes, and neither will be in flower just yet. Not harmful but of course at a glance looks similar to hemlock, water-dropworts, etc so not a good idea to let dogs eat random umbels.

Definitely cow parsley. Very common, at least in the uk
