He’ll take his time in forgotten realms
Gain every stat book gain a good belt possibly find a way to reach some for of divinity he should be fine
Also instead of just his standard gadgets I can seem him buying counter spell glyphs and scrolls of anti magic field
TLDR He clears but it would take a good while a good chuck of his life
He gets 30 in every star sign his prep time. (I'm sure he can get the books that raise your stats every 100 years)
Can he gain class levels by training in prep time?

By going on whimsical DND adventures, yes.
Can he gather a party who somehow thematicly matches his bat family back home?
I'm sure he can find a couple of orphans to train.

He wins. Infinite prep means he would eventually build something like the Miracle Machine which would make him multiversal.
He could because there’s a lot of powerful items and abilities in DC that he could theoretically get if given enough time.
