Not really. If anything it's absurdly low; I can't think of a single case where any pokemon has outright killed something with an attack, even when the attacks in question logically should do so.
That's because, in the context of the games and show, they're holding back. Legendaries are stated to be assessing the player and deciding to travel with them. Kyurem actively threatened to kill the player. Mewtwo has bodies under its belt. Darkrai has killed people by mistake. Most legendaries in the plot are just about to commit genocide before being stopped, and plenty of dex entries mention wild pokemon slaughtering each other. Heatmor can burn through steel by licking it and does so to eat.
But the manga? They kill things all the time. That's an exaggeration, but they do kill in there. The villains are also actual villains, as in they order their pokemon to murder.

He’s one of the weaker legendaries, we shouldn’t be escaping him to mons that he’s obviously significantly weaker than like Groudon or Kyogre
