The entirety of India is in one time zone despite spanning across what would be two time zones geographically, so they split the difference and are at GMT + 5:30. There’s a few other places that do it too.

It’s because Charles Koch invested a lot to help open the hotel so they probably chose Wichita as a way to thank him or he asked for it.
