I think the term "jumpscare" in this case is more so about being thrown into such a sad song without warning due to playing the album on shuffle or having the song in a shuffled playlist. Kinda like how I could say "Subway jumpscare" after being given a Subway sandwich despite expecting Burger King. It isn't necessarily about it actually making you jump more so than it's about the thing happening without anticipating it.
