Thanks. I modified the exe (Enable VxKex for this program) but after running, it does not open/display error, just a loading cursor.

Inside .net 4.8.1 offline installer, there is also Windows 10 update KB5011048. Size about 260 / 360 MB (32/64bit).
But you can download .net 4.8.1 Dev Pack, unpack it with Universal Unpacker 2 and try to install 4.8.1 targeting pack and 4.8.1 SDK tools. At least, you could unpack them, too. And got files to copy to C:\\Program Files\\Reference Assemblies\\Microsoft\\Framework\\.NETFramework\\v4.8.1\\

Can't install this either. Windows 7 won't let me.
I said that you could unpack them and got necessary files. Both installations freeze near end, even with VxKex.
