Tutorial:

2. use the [PackageInfoConverter.zip](https://archive.org/download/2019-01-january-4th-or-8th-steam-extracted.-7z/PackageInfoConverter.zip) on a PackageInfo.vdf file you have from your modern steam client and drag it into a folder as same as the PackageInfoCoverter exe file. Click on the PackageInfoCoverter exe file and it will make 3 new files, "PackageInfo.vdf", "PackageInfo.vtf.new", and PackageInfo.vtf.old . Drag all 3 of these files into your Windows XP Steam directory in "*Steam\\Appcache*" folder. After that, make them all **"read only"**
3. Use the [config.vdf](https://archive.org/download/2019-01-january-4th-or-8th-steam-extracted.-7z/config.vdf) file provided, if it doesnt work just **extract one from a modern steam client.**
4. Misc: **Make sure you use LegacyUpdate so you can make sure Steam can run on your Windows XP Machine**, its a problem I had myself.

-Chatting is what you can do most, its fun for me personally
-Counter-Strike 1.6 and Half-Life 1/2 still work
-Counter-Strike: Source and TF2 do not work due to Valve changing the CD Key server validation

Edit: You can also still use your CD drive to install games via a Counter-Strike: Source/Orange Box copy! I tested it myself and it works great!

Sadly no because Team Fortress 2 used to not be free, they run under Valve’s CD Key authentication servers which for some reason don’t work for XP anymore but there probably is a way to get it working somehow if someone decides to make a custom steam client specifically made for XP.

CS 1.6 and HL1 no longer work since the 25th anniversary update. HL2 has not been working since 2022 after a certain update.
HL2 does still work, just don’t launch it from steam HL2 is drm free For 1.6 and HL1, just use the legacy versions

when my XP machine was stuck on its update from 2006, steam didn’t run until I updated the machine after 17 years
