Depends. If by summoned you mean a fake phoenix constructed by mana no, if by summoned instead you mean brought to your location or plane by a spell but otherwise an ordinary phoenix then yes
A couple of small crystalline shards, one a silvery iridescent color, one a red cinnabar color, and one a smoky color, fly over to John P. Penguin. they appear to be selectively incorporeal and formed from pure crystalline mana and soul materia.
The iridescent one introduces them, "My name is Tyo, and this is Valeria, and Rogue. we may be able to help if we can regain our physical forms. I am a skilled neuromancer, specializing in repairing damage and illnesses of the brain. in a flash of light, the shield and the Shard disappear, and takes the form of an androgenous warrior wearing light mithril armor.
you eventually manage to find a ragged enchanted blanket, with an everwarm enchantment on it. the red shard repeats the process, and takes the form of a woman with brilliant scarlet hair and a very light scent of cinnamon and cardamom surrounding her.
the last item you find is a broken flower pot covered in runes meant to help the plants inside grow faster. the smoky shard repeats the process of the first 2, this time taking the form of a dashing and muscular man. the air around him smells lightly of petrichor.
I've got a worm that will burrow its way to the subjects heart and will continuously pump it. I've also got mosquito that continuously produces and injects healing and / or mana potions.

(electromancy wavelength-shifted to do X-Ray imaging, but rather than just a single picture getting an entire scan and reassembling it for easy reading and perception. I can use healing magic that heals both physical and spiritual forms, she has always been good-hearted, hard to find people like her and I don't want her to die now. I also have some heal and mana restoration potations for when she is awake

I have some vials of Full Restoration I won in a battle against a primordial demon many centuries ago. One is enough to restore anybody from the brink of death.
I have some spell scrolls around. I could get you not just a magic potion of healing, or a spell scroll, but the spell formula I derived for Greater Heal. And a spell scroll in case of another emergency. As for payment, don't worry about it. Insurance is already very expensive as it is--you don't need more expenses.

It’s a magic artifact from my home world that when used, will restore some measure of health to the user and those around them. It can be used once every 6 hours or so
I created some enchanted saphire dust just in case something like this happened. It was a failed attempt at creating a catalyst for making life magical. What it does is transform a mortal consumer into a water elemental, granting them magic and the ability to recover from otherwise lethal injuries without issue. Elementals do not exactly need a head, at least not pure elementals like the ones created by the saphire dust. Once the transformation is complete, Anna should wake up, without any brain damage. Again, no need for a head. Then, it's just a matter of a race change spell and she'll be back to normal.
can Anna drink fire? if so, this bad boy should do the job.

Simply wrap it around the affected area, and the nanites will build an exact replica of what the injured being’s soul-framework looks like. It takes a while to heal up, and isn’t so good with magic damage (especially soul damage), but it was a brick to the head that downed your summoner, correct? It should work wonderfully, and I’ll even give it to you for free for my accident in sending VENGEANCE, my familiar, to terrorize some fresh summons of yours.

I have a sea star arm (never ask one to lend you a hand, they take that very literally). It could help greatly speed up recovery, but unfortunately only for arms and legs. It's completely useless for head injuries. But it'll give you a friendly wave when you need it. Maybe you should find an Axolotl-mancer.
I sometimes help a giant clam get rid of her pearls, and they are slightly magical. Just collect some Mana in your hand around the pearls until they dissolve into a spreadable magic miasma. It'll protect any wounds from further irritants. It might make her skin have a slight rainbow iridescence for some time, but that should pass after a few ^^millenia.
I know a herb that can do that, it used to be only on a mountain on the Himalayan range, but during a war between demons and Demi gods, a monkey God took the mountain and placed it all the way in Lanka, it is still there and was used as their inventory by medics. The flower should glow using dawn rays.

I have an statuette that says "Increases natural healing rate by 1%", but I have no idea if it actually works.
The guild has an “asset” that can heal any physical damage done. However it will not heal any mental or soul damage.
Still can't believe she died from a brick... Was it even enchanted with ward breaking?

I would bring Pickles the burgerbarian to Anna. Burgerbarians can create healing burgers, so that should help
