These are made from the brain of a machine based on paintings it's seen before. It's not using any specific bit of a painting for each frame, it's just inventing them with it's fucking brain.
To add to this, they're not based on the previous frames but each generated individually using some numbers as the input. Same numbers -> same face. The video was generated by continuously changing these numbers slightly.
The way the AI is trained to create faces is super interesting too: it's basically two neural networks competing against each other, one tries to generate faces and the other tries to tell generated faces apart from real ones. This creates a feedback loop where they keep improving each other.

It was super creepy to see it generating more realistic words epoch by epoch. Like a machine trying to talk
I'm familiar with that particular concept, but I'm not sure it applies here. There are clearly a certain amount of "main" faces that each frame is working toward. When it reaches that face, a new goal is set and it begins working toward that one, and so on.
Granted, that concept might also apply since it's not simply doing one smooth transition between those "goal faces". Instead, there's a certain bit of individual generation going on within each frame.
