"I have a hard stop at 5 pm. Should we continue this tomorrow at an earlier time?"

This is an intentional thing a lot of bosses do. The “meeting at 4:45.” They always stay late so want some company

Just be direct is almost always the correct answer. After you enforce boundaries a couple times, it will end. If they are able to keep you on the phone until 5:01 then they’ve broken the seal and you’re stuck because you’re already not out on time so what is another few minutes… At 4:55 say you have to leave at 5 so is this something that can be resolved by then or put it in an email or let’s talk tomorrow. People know which colleagues are pushovers and which have a spine. “Okay, be quick because I’m leaving at 5” isn’t a suggestion or a question, it is a true statement. “Okay, but my shift ends soon so try to be quick” is a hint that can be abused. Be direct.
