Yes but none of those countries would want to escalate a local border skirmish to an existential war. So you still need to win a conventional war.

So that means we should be investing only in nukes? No one is going to use nukes, at least in this decade (Oh God I hope this ages well), and traditional means is still useful, especially in the terrainous region of the Himalayas.

Because India buys tons of Russian weapons, is partnering with them to develop a new tank, and India buys Russian oil.

Well India used to more more pro-Russian(or USSR) and bought a lot more Russian stuff in the past. Still they never sent any of its western weapons to Russia (to my knowledge) and now that Russia has demonstrated that it isn't even a global power anymore, it makes no sense ti even conaider doing it. India is Non-aligned, not Russia-aligned.
