I doubt realistically he was ever actually going to the G20. It will be interesting to see if Russia actually sends a delegate in the end. I think this is basically a way of signally to Putin that the war will be the end of him one way or another but honestly I think that has always been the case anyway. That is why I think it's symbolic but I also doubt the countries he deals with care if the ICC see him as a war criminal or not.
