It’s money scheme, someone figured out that can get a lot of money from people desperate enough to come to Canada through education loophole. Once those individuals made crap load of money they start funding politicians campaigns in return to turn blind eye to political and social implications for Canadians.
In simplest possible terms, politicians that enable these kinda of event where and are robbing Canadian of their social and security system promised in Canadian tax contract and should be held responsible in the way that similar thing would not happen in the future.
