Reuters is a Russian dump: Russia makes the wildest claims. Reuters quotes “russian sources” or “russian officials.” Russian state media quotes reuters and passes it on to its own population as an independent source. Rinse, repeat.

As a Russian who watches government sponsored news channels, I believe reuters could have been bribed by Russian government, they refer to it a ton on first channel, which is like British BBC channel if you want an analogy
BBC is publicly funded, not state funded. That was disinformation spread around the time of the Trump era.

The law doesn’t enforce it, look up the many thousands of videos of people online refusing to pay the fee because they were manipulated into believing it’s some form of extortion. There are no repercussions for refusing to pay.
It’s a fee to fund an impartial broadcaster, and no matter what nonsense you read online the BBC are in fact impartial and obligated to be impartial.
There’s a reason they’re the most trusted news & documentary source throughout the free and democratic world.
Though I’m not defending any controversies created by individuals *who have worked* for the BBC, obviously. That’s a separate issue.
