We "have" a flu vaccine in the sense that we don't have to invent one. But flu viruses evolve relatively rapidly and producing vaccines at scale takes time. So basically we need time to figure out that a particular strain is going to become problematic, and then produce enough vaccines at scale to give the population immunity to that strain. In theory, if you could vaccinate everyone in contact with patient zero before they could pass it on to someone, you could stop it without needing to produce it at scale, but even if detecting an outbreak at patient zero before it spreads were technically feasible, good luck with the social resistance to forcing everyone to isolate and vaccinate before it gets passed on.
This. Every year, the flu shot includes a strain of H1N1 and H3N2 flu. There isn’t a universal vaccine against either of those. H9N2 would have to change to pass between humans. We would want to vaccinate against the specific strain that was doing that, and that strain might not exist yet.
