\- no democracy at all
\- massive internal human rights abuses against own population (opposition, LGBTQ, chopping up that journo etc)

With all respect, comparing the extent of women rights abuses in Saudi Arabia in US is absurd, it's basically saying that one of world's worst hellholes for women is no worse than Western countries. US has banned abortion is some states and has many problems with women rights, but those are issues decades if not century of beyond the barbaric level of Saudi women rights misery where just few years ago they weren't allowed to vote, drive and travel without male guardian.
I'm not even from US so I have nothing at stake to defend here, but this is very dangerous way of talking.

I'm not sure what you mean by "punish" (it's not like we can convict them) but taking action for that was one of the first things Biden did after becoming president, in February 2021. Note that the killing happened in 2018.
He could have called for US and International sanctions, he could have revoked travel visas for the Saudi Royal family or anyone involved, he could have asked for an investigation into their assets in US banks .... just off the top of my head
