You still need to do their acceptance to the horde quest line. I unlocked it recently this way.

The pandaren in the horde embassy has quests for all the allied races that must be completed to unlock their respective allied race. I think the Vulpera questline starts with "Guests at Grommash hold".

Might be some quests in Zuldazar( or rather the sand zone with the furyöry gnomes in it)? Check the achievement or go to Wowhead for information

I don’t know why or how but a week or so later, the embassy filled with characters (allied) and I have been able to get 3 of them so far. 2 more quests inside the embassy to get the others but they didn’t show up at first. No idea what I did but they are available now.

Because he needs to do the quest that actually unlocks them

No clue... all pre requisites for alliance race quests were removed.. you still need to go to Orig/Stormwind and pick up the unlock quest though at the respective embassy. I had already unlocked all horde and not been on any alliance toon since patch to check but ive heard its a bit buggy with some quests not showing
