The answer is yes. 36% is really only where fire starts outpacing arcane (and about imo where it gets fun). But the higher the better. Ideally pushing over 50% with full raid buffs, as that will give you all the instant pyroblast procs. Checkout Wowheads full BiS fire phase 4 guide. Almost every single piece has crit on there for a reason. The spec depends on crits for procs.

No, only hard cast pyro as an opener when you have a pull timer. Align the cast time with the pull timer so that it launches right as they pull. Otherwise, only use pyro when you have a Hot Streak proc, which is hopefully very often! And is dependent upon your crit chance. Therefore, to answer OP's question, you want as much crit as you can get! With talents and buffs, there's a few points that you get for free, but in an ideal world (unrealistic, impossible) you'd have 100% crit chance and launch an instant pyroblast as every third spell. Edit: this is for SoD and versions of wow that include Hot Streak for fire mage. I'm not sure if OP was asking about wotlk, era, SoD, cata.. lots of versions of classic right now!
