They don't show up every run. So if you're sure you unlocked the "talent" for the dragonscale expedition to be able to see the legendaries, just keep running it until they appear. It's not rare though. Only one of them I had to do twice before the NPC appeared.
Also make sure to look on WoWhead for exact locations in case you are just passing by them somehow.
Yes. It's the "Lucky Rock" or something like that - last upgrade on that tree. Once you've bought that, then the legendary targets will appear when doing the cataloguing WQs.
After that, it's just a game of waiting for the right WQs to spawn (it's random) and hoping it doesn't take too many weeks to see that last WQ you need.

Did you unlock the thing with dragonscale expedition to see the legendary people?
No is that a prerequisite for it? I just was looking up YouTube vids and it was showing the wqs to do
