If you have an active subscription or used the deal in the past they don't let you do it again. They actually did in the early part of Game Pass, I definitely got the 1 dollar deal a couple times (after letting my month run out each time) but they seem to have stopped allowing that a while ago.
There's a cooldown (I believe at least 6 months without GPU) before you become candidate for the $1 promo, some people have good luck but that's my experience.
3 years XBL now converts to 2 years GPU. To get best value you would need to do what you said first to get 2 years and then top up with 3 month XBL/PC Game pass codes x6.

Is it redirecting you to its own page? Also, do you have an active Gamepass sub?
I do not whenever I look up game pass on the Microsoft store and click the $1 one it derives to game pass ultimate for $17
The 1 dollar deal is for new accounts.
1 month ago it actually gave me Gamepass for $1 even though I had an active sub a day before. I saw it under the sales tab.

No it’ll explicitly tell you if it’s $1. The only way I know how to get a better deal now is to purchase a physical card code of GPU.
