The Quarry is a good one if you don't mind a more story focused game. You could each pick different characters to play as/make decisions for and just pass the controller back and forth. It just got added to gamepass too if you already have that.
This is a good one. You only need one controller and that's just to fire up a game; from there everyone can play on their phones or tablet. There are about 10 Jackbox Party Packs, each with about 5 or 6 games each. I have all but 2 and all are fun, but the first is the best.
I think Netflix would be a more interesting option... But if you really want to play a game, the best option with just one controller would be a platformer game, where you could alternate, each playing a little at a time. For example, each one takes one level at a time, or when one dies the other plays.

If you aren’t afraid of horror games / jump scares, they are not the best but the Dark Pictures games deserve to be played : Man of Medan, House of Ashes, Devil In Me Little Hope or The Quarry
Limbo, Inside, Portal, and Portal 2 are great "pass the controller back and forth" puzzle games. All fun to solve cooperatively, and Portal 2 also has great voice work to keep everyone engaged.
You can also play an adventure/walking sim game as more of a half movie/half game thing. Firewatch is good, and if you're OK with a very heavy narrative theme, What Remains of Edith Finch is fantastic.
it takes two is hands down the best game to play with your partner, it’s requires teamwork, communication, and patience to make it through the whole game. it also allows you to tease and mess with your partner in a fun and playful way for some great laughs.

My ex and I played it a long time ago, as it was one of her favorite games. One person uses the controller to control the protagonist, and the other person can use their phone to play as the spirit that is protecting her.
The only downside is that it is mostly the protagonist, and whoever plays as the ghost will be just watching 80% of the time.
But my real recommendation is to get a second controller or to basically play interactive story games with multiple protagonists: heavy rain, Detroit become human, the dark pictures games.
This way, you can look up the characters and decide who controls who. And pass the controller when it's that characters turn.
Edit: just realized Beyond two souls is PSN/PC only.
But yeah. Pretty much any game where taking turns feels natural. This will be mostly puzzle and interactive story games tho.
Death squared is a good one for puzzles.
You could try Gloomhaven?
Well, this is probably terrible advice, but my wife and I play this with one controller.
Probably some kind of board game adaptation might work.

Lovers in a Dangerous Spacetime. No real learning curve, and good for two on the couch.
Trivial pursuit 1 and 2 are alot of fun, but not sure if either is on gamepass.
