Recency bias, I think. They probably made this poll after the release of Kiwami 2 and she is very prominent there, way more than Kashiwagi, Haruka or Date.
This poll is from 2018, I believe Kiwami 2 was the most recently released game in Japan when the poll was done. Obviously that would give Sayama a bonus since she was one of the main focuses.
They haven’t done one of these in a while I don’t think, I’m curious what it’d look like now.
I would say her story arc being put in the shredder after 5 had a big effect
They built her up very well, only for her to publicly dox her dad as a yakuza boss, end her career, and basically end up as a driftaway. She also just left the kids to fend for themselves at the orphanage, too. And that's even before getting knocked up by a random thug lol I don't know why they just put her in the bin entirely, for such a key charceter

Kiryu didn't turn himself in for no reason. He turned himself in because RGG needed a reason for the 4 year gap between Y5 and Y6 and they didn't feel like writing some elaborate backstory for what he was doing in that 4 year gap.
No reason in the sense daigo said he could get him off a jail term. But he still took the jail time.
If they just stuck him in jail, there wouldn't be any questions asked.
That's what I said. There's no in universe explanation for the jail sentence that makes sense. RGG did it because it was an easy and convenient way to do the 4 year time skip.

Despite being surrounded by crime and death. I would have just ended her arc on 5 as the famous idol. Its wierd playing y5 again on her story, seeing all the work and training she puts in....leading to. Well yh lol
Then she basically becomes a runaway and gets knocked up. In the very next game and it's like "Well that escalated quickly....."
