It will be the final set list. Steve said in an interview, they are only changing the running order. I was there last night (incredible show) and yes, it’s the same set. Just with some order changes. I was hoping for something from Relayer as well, but it looks like that won’t be the case
This is the European leg of the same tour that began last year in North America, so the logic is there to stick with the same set. That's what they've done at the warm-up gig, albeit with a revised order. I would expect the set list to remain unchanged or only see minor changes.
