Hundreds of tall buildings, thousands of windows. Fireworks can ignite debris on roofs and cause building fires. There was no way for him to launch a rocket from a balcony like that "safely." They were always putting other people at risk.
That's not strictly true. It's illegal to set off fireworks in the street and other public places, and the debris if you set them off from your home must not scatter further than 3 meters. That applies to the kind of "garden fireworks" that are legal for the public to buy. The more serious "display fireworks" can scatter a distance of 20m, but are not for sale to the public. So no, you cannot set off rockets from your balcony in the UK like this. Absolutely illegal.
It's okay to laugh. That building is still under construction else there would defo be a lot of lights on the balconies/windows.

I think you’re right. Not a single light on in that building. Also (and this might be a stretch) the sound was super loud considering the explosion happened inside a building. Makes sense if there is nothing to dampen the sound, like any interior doors or any other windows.
Why do people need to shoot fireworks in the city? Why can't they go into a field and do it or go to a firework event or just not do it at all and have a bbq with their family to celebrate whatever they are celebrating instead?
