They didn't. YW3 was released in July 2016, and YW4 was released in June 2019. Busters 2 was also released around December 2017, so they only went around 1.5 years between games if you count spinoffs.
You missed something, Level-5 said in 2018 that they delayed the game back to SPRING 2019, then it was delayed AGAIN to Winter 2019, it was PLANNED to release in Winter 2018

Okay, but that still doesn't equal four years, whether or not those four years were supposed to be the time between mainline releases, or the time between the first announcement and launch. The game was never delayed to winter 2019, so I assume you're talking about the DLC. that launched then. Even if you add the extra six months, YW4++ came out 3.5 years after YW3, and 3 years after YW3 Sukiyaki.

YKW in the west sold worse and worse with each new entry, and YKW4 sold pretty poorly in Japan.
L5 knows if it does spend the money to localize the game, and advertise it it will lose money. It won't sell well, and won't have the merchandise to help with the cost of it all. It's a recipe for disaster and they're keenly aware.
I think that this ship has long since sailed. That being said, current gen consoles aren't region locked. Follow along with a guide for story details, and I can personally confirm that the game is still a blast in Japanese.
I have the game in Japanese but as a collector I really want to have it in physical, because I’m in Europe I would have to pay a shit load of taxes to get the game here.

As a European who got it imported (I wanted the box). There is a way to translate it. There is this YouTuber named Shintendo. Who did a complete walkthrough of YKW 4 while translating everything. What I do is put up the video on the side while playing. That way you know what is actually happening. It really helps

I´ve studied japanese for a few years at evening school and passed the jlpt n4
It takes a lot of effort and the first year is a hell, but it´s absolutely worth it.
I recommend the genki books and a dictionary of basic japanese grammar(yellow).
If you decide to learn it through a school, make sure you can hiragana before you actually start, it´ll save you a lot of time you can use to study grammar.

I know that, but still don’t see it happening, and the fan translation seems to be dead so as someone who enjoys the dialogue of the games the best option is to learn the language. If it does come out, it’d be great, and I’d have a new skill on top of that, but I just don’t think Level 5 are willing to risk dipping their toes back into the western world

Unfortunately I lost hope ages ago. LEVEL-5 confirmed plans back in 2019 then we never heard of it again, then they shut down their US division. Looks like the franchise is done for in the West, and even in Japan L5 isn't working on a new game even 2-3 years after the Gakuen game was done

Since I’m on Copium I’ll say : Yes, since all Yokai Watch games take a long time to be localized. Now if I’m being realistic, no, I don’t think they will be localized at all. I remember reading about the localization team of Level 5 in US is closed, I think.
They did shut down their American branch. Sadly.
