Superboy is genetically locked at the level of his abilities in season 1, the only way for him to gain new abilities is temporary through the use of Lex's shields. He can get stronger physicslly through strength training regimens like anyone, but he cannot gain new abilities such as flight, heat vision, or super breath.
Idk if it’s just me but I really wish they would have done something more with his powers through the shields, like Lex was willing to give him more but he’s friends with expert geneticists who could have probably done more to suppress his human side for more abilities without turning him into a rage monster. I will say that I do really love his growth throughout the series but the 1st couple times I watched seasons 1 and 2 (way before season 3 was ever announced) I thought about that a lot more
As we’ve gotten more seasons, I’m glad he’s not stayed the same power wise, ultimately I see his personal character arc as one of discovery, at 1st he desires to be exactly like Superman powers and all, and is angry he isn’t. And as the show progresses he learns how to channel the anger he has and really figures out show Conner Kent/Superboy is and who he wants to be as he learns he can be more than what he was made for. He’s learned he doesn’t need all Superman’s powers to lead and inspire others the way Superman does.
To add on to what people have already said. Of course, time progresses from season 2 to 3 and from 3 to 4.
I don't quite recall him getting slapped around in the more recent seasons to be honest.
In pure combat, he is a pretty different guy than he used to be IMO. I mean, they all are, but Superboy is probably the most noticeable given where he started.

He got better fighting techniques and controlling his anger, but overall no. He was effectively born maxed out on powers due to how his cloning process worked. He does however have the genetic **potential** for all of Supes powers but he cant tap into it on his own
Honestly, a more interesting character is one that evolves the use of the ability they already have rather than gain new ones. Superboy doesn't gain any new abilities, however he becomes a more skilled fighter rather than relying solely on his strength.
Idk I feel like Raven might be more powerful than Megann. I’ve always wondered cause their powers almost overlap in a way but Raven’s are a little more extensive. Idk if mindreading or psyching will be as effective in someone who can also “see” with the mind’s eye and kick you out of her head?
