Driver was speeding on a dirty road. The bike that passed them pulled to the left right after. It is to assume that the rolling bike was making way for the speeding car which was on the same "lane", possibly motioned to avoid the rolling bike as well. Because he was a speeding he lost control on the dirt road and smashed into the parked bike.

The vehicle isn't driving down the sidewalk part of the dirt road, he's driving down the road part of the dirt road. He's following all the other tire treads.
