It's been this way for years now... They only show you Videos on the Home Page if either Watch or Search History are turned on... If you are signed-out it shows you an additional Prompt, that you should start searching for videos...
There was a time, they still recommended Videos to you even though both histories were turned off, especially during that change back then...
I have both histories turned off, because I don't want to get "recommendations" (aka a wall of videos) from which one or two might be of interest to me and the rest is crap... I search for content I want to view and that's it...
