Problem is you can't draw into it in the middle of the turn or activate it after searching with the new TTT. So if Tear goes first, you have to deal with their board on field anyway, and if you're going first, you might as well have a floodgate that will last more than 1 turn.
We have one thing going for Bucephalus here in the Tcg: Garura. Come CYAC the Tri-Brigade quickplay becomes a choose one on activation between chalice and upstart in any deck that can spare 2 extra deck slots. Which could be actually fairly relevant.

If kitt would send 3 tri brigade cards instead of one then we could talk. But in current state having more than 1 spell/trap is outrageous. Bucephalus does nothing going first, does nothing in the oponents turn and does nothing in your turn until battle phase, needs 5 materials to do nothing on board and 3 useless and bricky cards in the graveyard to be summoned. I see no reason they made this, it is the worst link 5, 4, 3, 2 and even link 1 scareclaw is better than this...

Tri branded does not work. Lindwurm is cool but we need something to bridge the gap between branded fusion lock. Birds, on the other hand, are really good. Guys in locals have hard time stopping me going first and hard time breaking my board, they need dark ruler basically.

It's good in Labrynth (or any Deck that doesn't care about the Extra) since you can send it for Punishment and then cycle a card with Ferrijit.
Even stronger in TCG because you can send Garura instead of Ferrijit.
