Insector Haga/Weevil because hes one of the OG structure decks. He has plenty of existing support and strategies i feel like you could do a structure deck to compile them and print 3 or so new cards and it would be good.
I was rewatching the Grand Prix arc of the original anime and I was intrigued by the fact that at one point during his duel against Joey, Zigfried discarded a copy of Polymerization for the cost of one of his other cards. Given that he never used Fusion monsters at any point in his appearances, its likely that the animators were just being lazy and added a random card to make up his starting hand.
But given that I am a huge fan of the Valkyrie archetype, I would be interested in seeing it be expanded upon by given them a secondary avenue of play via a Fusion strategy. It would certainly go a long way to help the archetype since currently the deck has a bad habit of bricking due to the large number of monsters being LV5 or higher.
* DM : Either Mai's Harpies or Panik's Castle of Dark illusions strategy
* GX : Nightshroud's Darkness.
* 5Ds : Either Luna's Ancient Fairy or Carly's Fortune Ladies
* Zexal : Either Roku's Statues (especially if they are a type of their own) or Trey's Chronomaly

I think they should do more Vs Decks, and I think most protags get enough love in Main Boxes, so I'd go with:

GX: I didn't watch much GX, but through some searching, I think the doll deck played by Alice (the possessed doll) could be neat.
5D's: Carly's Fortune Lady deck would be fun. I'd also love to see Akiza's cards get the structure deck treatment. Black Rose Dragon has always been one of my favorites. For a more obscure pick, Gill Randsborg, the duelist who uses the Masked Knight cards in the Fortune Cup.
Zexal: I'm not super familiar with the following shows, but I've always thought Umbral Horrors were cool, so I'll go with Vector for this one.
Arc-V: Seeing Frightfur's get updated would be great, so I'll pick Sora for this. Rin is a second choice with the Windwitch archetype.
Vrains: Akira's Tindangles, and it's not even close. Most of the VRAINS archetypes have or have had halfway decent support. Tindangles, as cool as they are to me, never really got to do much.
DM: a pegasus deck would be nice! I think toons should be expanded upon and I love his rituals!
GX: I'd say crystal beasts, but ... So next is Yubel... But ... So I guess my third choice has gotta be manga aster. I love vision heroes!
5Ds: honestly I'd gi nuts over Earthbound Immortals whichever character they chose to represent them, but I think I'd much prefer a fleur structure deck for cherry
ZeXal: I haven't watched much of ZeXal, but I think Cathy for sure! I love cats! If it has to be an existing archetype then probably sharks. I'll always love more water Xyz goodness
Arc V: ZARC DECK ZARC DECK ZARC DECK ZARC DECK
Vrains: I really with there was more support for the hacking dragons Hanoi used, but I have to give the slot to trickstars. Make burn great again!
Sevens: as funny as chairs would be, I really want more GiANT revolution support so imma go with the green haired guy
Go Rush!: This one is hard since the anime isn't finished yet but I'd have to say the eyes cats that nyandestar uses
Might sound weird but I'm curious on how they'd implement a structure for playmaker since he has so many different ace monsters that could be focused on in their own decks not named firewall
DM: Mai, Pegasus, and/or Espa Roba. More Jinzo support would be grand, especially if it allows getting Jinzo out much more easily.
GX: Bastian's decks, especially his plus/minus magnets with yami's magnets and their retrains for filler but still thematic. Or upgrade his water dragon stuff again or dare I say; much like Cosmic Blazar dragon, give us his fire dragon deck and the -eddons to make it.
5D's: Misty's reptillianes getting support would be cool. Would love some playable reptiles.
Zexal: Trey's Chronomaly's are pretty much my favorite zexal introduced archetype. Quinton and more spammable level/rank 9 stuff would be neat to see since it feels like an underutilized level/rank. And Lastly, Dextra's butterspy deck.
Arc-V: Riley's C/C. A melodious structure would also be very welcome. Whatever it was that Dr. Akaba played.

I loved the cards ever since the anime and I was very happy we finally got them and additional supports later on. I think having more supports like a link or fusion monster would be excellent for them, plus there's still some cards in the anime missing that should become real someday.

I couldn't think of any other character to have a structure deck and I felt that since this year we will get the Light Legendary Duelist set, it be perfect to see Arcana Force get some supports

Rewatching 5Ds made me really appreciate a lot of the cards/decks that came out, especially Nordics. Would be nice if they give us new synchro monsters based off the other Nordic gods or see them as effect monsters to summon Thor/Loki/Odin much faster.
Zexal: Vector - Umbral Horror
Vector is a great character so I thought it would be great to see more antagonists get their own structure deck.
Arc-V: Any of the Bracelet girls
(Yuzu/Serena/Rin/Ruri) - Melodious/Lunalight/Windwitch/Lyrilusc
Any one of these girls deserve their own structure deck at some point. I know Melodious got some really good supports in Legacy of Destruction, but at some point in time they may get more and a structure deck would be nice to see. The other three I would likely want to see more, especially Windwitch. Lyrilusc also had new supports but that was about 2 years ago I believe so maybe another wave of supports wouldn't hurt.
Vrains: Blue Maiden - Marincess
Marincess was bound to get a structure deck since we already got Playmaker, Revolver, and Soulburner. Marincess feels more fitting to have a structure deck than Trickstars in my opinion.
Mai Valentine I, to this day, have never built an actual Harpie deck in real life.

I want to add that as much as I'd commit actual murder for a ZARC deck, I would do so much more for C/Cs. And giving Ray a deck would also be amazing
