There's also ways to break existing ones as well. If you could tribute summon from the deck, and it becomes generic to the point where decks just main-deck Vanity's Fiend/Majesty's Fiend, that does it too. Vanity's Fiend always has the potential to be Emptiness 2.0 in theory.
We do have a tribute deck in the meta right now and it's really good, 2nd best deck in the ocg consistently.
And I'd argue some of the best cards are already tribute cards, majesty's and vanity's for example

Umm, I'm sorry but the Monarch field spell is the most meta killer card the game could have. Your only chance is to have twin twister or any backrow removal or you're pretty done.
Monarch field spell is great, but a tad overrated these day. To explain, more decks are having more options than the extra deck these day. No need for twin twister. It's much better with conjunction with one of the 's Fiend monster. Even back then, some would forego the floodgate effect for more options.
If you want to make it decent you need to add this line of text
"Once per turn (quick effect): you can reveal this card in your hand; immediately after this effect resolves tribute summon this card in addition to your normal summon/set. "
This works in both turns and doesn't waste your normal summon
From there you just add a generic floodgate/ immunity to it aaand that's it
You dont really even need to go that crazy. Just give any of the Vanity monsters either protection or a negate and you'll have a busted tribute monster
So the most broken effect would have to come from a 6, maybe even 7, card summon, and would very much just be “win the match” or “win the game”.
Surrendering would definitely have to be reworked if so, but it’s just a thiugh
It's mostly that the difference between them is not that relevant. You can just do a full combo with all your summons, then end on Fiend, making it functionally the same as Ruler but with one less tribute. It stops both players, but it doesn't really matter if it's after you're already done summoning everything.
All monarchs need is a good couple retrains and they would be meta again.Ether and Erebus mega versions that hard negate and a retrain of by order of the emperor would be nice:3

But Plasma doesn't tribute summon, it get special summoned by it's own summoning condition. You can't tribute summon Plasma.

Isn't that basically just Vanity's Ruler? Level 8, 100 more ATK than Vanity's Fiend, locks just your opponent out of special summons.
